Tea is one of the industries, which by an Act of Parliament comes under the control of the Union Govt. In order to facilitate the process of identification of small tea growers, a pioneering initiative of the Tea Board, it has been decided to issue biometric identity cards to all small tea growers in Assam before March, 2013 as pilot basis. However, this initiative remains exclusive for Assam as pilot project.

"We urge the government to adopt similar process of registration and issue biometric identity cards which will be ultimately treated as registration of the Tea Board to all the small tea growers of India”. TEA BOARD IS MANDATED WITH THE RESPONSIBILITY OF EXPORT PROMOTION AND DEVELOPMENT OF TEA.
